Can More Than Two Records Share the Same Min/Max Score in Matching Phases?

Hello! Can more than 2 records have the same min/max score? Sometimes, when there are around 4 records in group they sometimes all share the same minimum and maximum score which seems strange. Is the second phase of matching a 1 to 1 or can there be one to many matches. For 1 to 1 matches I would not expect more than 2 records to share the same minimum/maximum score as each pair would have a unique score.
